TIEMS was founded in 1993 in Washington, USA, and is today registered as an international, independent, not for profit  NGO in Belgium (TIEMS i.n.p.a.), see  registration certificate.

TIEMS is an International Network of  Users, Planners, Researchers, Industry, Managers, Response Personnel, Practitioners, Social scientists,  and other Interested Parties within Emergency and Disaster Management.

Within this network TIEMS stimulate to the exchange of information on the use of innovative methods and technologies within emergency and disaster management to improve our ability to avoid, mitigate, respond to, and recover from natural and technological disasters.

TIEMS also initiate and take part in research & development projects which aims at developing or/and improving methods and technologies within emergency and disaster mangement.

TIEMS Board of Directors  has approved a TIEMS Vision and Activity Plan 2008 for how they like to develop the society further.
