And, to encourage collaboration in the spheres of scientific, critical thinking, humanitarian and economic activities relating to international emergency and disaster management, preparedness, risk reduction, response and recovery. Furthermore, to contribute to an international shared understanding of elements, qualifications and terminology in emergency management and disaster response

TIEMS International Certification - TQC Application and Compliance
 
To be eligible to take the TQC exam in order to be TQC certified, a candidate should provide evidence of education, participation, and contribution:
 
 
Background and Experience Requirements
  • Education – one of more of the following:
    • Bachelor’s degree in science, engineering, social science or emergency/disaster management specialty (International Standard Classification of Education Level 6, e.g. a bachelor’s degree from a reputable university)
    • 50 hours of emergency/disaster management training in the last 5 years
    • A certification related to emergency/disaster management at the national level
    • One or more courses provided by TIEMS Academy
  • Participation – 3 years’ experience as a first responder, volunteer, educator, leader, or other activity, practical or academic, directly involved with emergency/disaster management, in the last 6 years.
  • Contribution – one of more of the following:
    • At least 5 publications or speaking engagements in emergency/disaster management
    • Participation as leader or board member of an organization that participates in emergency/disaster management
    • Teaching emergency/disaster management
    • Two professional references attesting to applicant’s contribution (e.g. in the form of a testimonial letter)
     
  • The Applicant is encouraged to identify international aspects in any of the above
 
TIEMS Academy will guide the TQC Certification Candidates to relevant teaching material for their preparation for the TQC certification. As time goes by, TIEMS Academy will be providing access to an increasing number of courses relevant to TQC certification. 
 

Applicants will be required to provide the following documentation

  • Copies of educational degrees, certificates, and/or transcripts
  • Copies of courses diploma provided by TIEMS Academy
  • A CV including professional or volunteer experience applicable to TQC, together with websites, personal references, or other information that can verify applicant participation. The CV shall be produced in Europass EU Format, so please, use the following link: https://europass.cedefop.europa.eu/.   • Copies of applicable certifications in emergency/disaster management
  • A summary of emergency/disaster management contributions including publications, presentations, courses taught, board or leadership roles
  • Two professional references who can verify applicant contributions

TQC Application, Compliance, Examination and Approval Process

TQC Process

The TQC Application and Compliance Process

The TQC Application and Compliance Process comprises the three first steps (1 - 3) in the full TQC certification process:

A TQC Applicant who decides to apply for TQC Certification interacts with TQC Certification Board by filling out the TQC Application Form on TIEMS web-site and by this communicate interest in TQC Certification and gets “username” and “password” for access to the TQC Web Platform. He/she will then need to upload all the required documentation described above. The TQC Compliance Board assesses all Applicant's documentation and follows the Compliance Rules to verify that it is compliant. At the end of STEP 3, the TQC Compliance Board releases and archives the documentation submitted by the Applicant. The TQC Compliance Board completes its review and issues the Compliance Report, and if compliant gives the candidate "green light" to continue the TQC certification process, or the TQC Compliance Board will provide feedback to the applicant to help them correct deficiencies, where possible, before the candidate can continue the TQC certification process.

 TQC Examination and Approval Process

TQC Applicants may acquire required Competencies anywhere they wish – past coursework or experience, independent study, or they may take on-line or in-person courses. The TQC Examination and Approval Process comprises the two last steps (4- 5) in the full TQC certification process:

The TQC Examination Board reviews the Compliance Report and works with the Applicant to set up and administer the exam following the TQC Study and Exam Guide. At the end of STEP 4, the TQC Examination Board releases and archives documentation of its interaction with the Applicant. After the exam, the TQC Examination Board issues an Examination Report. The TQC Certification Board assesses all Applicant documentation, Compliance documentation, and Examination documentation, and decides whether to award TQC Certification to the Applicant. At the end of STEP 5, the TQC Certification Board releases and archives documentation of Applicant activity. The TQC Certification Board completes its activity by issuing the Certification Report.

The Applicant is informed about TQC application and examination results, and either awarded TIEMS International Certification - TQC or advised that he/she failed to pass the TQC examination, and that he/she can reapply for TQC certification at a later stage, having improved his/her skills required by the TQC Competencies. The TQC Certification Board will inform the Applicant.

TQC Exam

Examination Criteria TQC Re-Certification
  • The exam questions will focus on emergency management principles and practices reflected in the Competence Framework and background knowledge reflected in the TQC Study and Exam Guide
  • The exam will consist of 50 multiple-choice questions and 10 essay questions. Each multiple choice question will have four possible responses. The examinee must choose the best answer. For the essay question the examinee has to answer with a free text
  • The exam must be completed in no more than 4 - four hours in order to “pass”, and the examinee must score 67% or better on the multiple-choice questions and 67% or better in the essay questions.

TIEMS International Certification - TQC is valid for three (3) years.

In case of re-certification, the TQC Certification Board will mostly be involved in asking the TQC certified person to submit the Re-Certification Form, if he/she intends to maintain his/her certification. The TQC Certification Board evaluates the TQC certified person’s experience and education/training during the 3 years TQC certification period, and issues a Re-Certification Certificate, or asks the candidate to take the Re-Certification Exam. In the latter case, the evaluation will follow the same procedure as with a new TQC certification.
 
TQC Cost Policy

TIEMS general policy is that education and certification in emergency and disaster management should be affordable by most, and therefore the cost of being TQC certified will be kept at a minimum, covering only the cost to TIEMS for offering and maintaining the TQC service.

The price to become TQC certified will be decided later when TIEMS has an overview of the costs involved. TIEMS is a voluntary organization, and all directors and officers and members work for free for the organization. However, it is not expected that TIEMS can offer the TQC service without remunerating those involved for their work doing the TQC service.

It is required that before the TQC Certification Board will initiate the TQC certification process for the Applicant, the Applicant must become a TIEMS Member, and the Applicant need to pay a TQC Certification Fee to cover the costs of the certification process. After the Applicant has passed the TQC exam, his/her TIEMS membership will be upgraded to TIEMS Professional Certified Member.

If the TQC Applicant fails to fulfill the compliance requirements, as described in the section TIEMS International Certification - TQC Compliance, 50% of the TQC Certification Fee will be refunded. The kept fee is to cover the expenses incurred by TIEMS personnel by evaluating the Applicant’s compliance requirements.

It is also to be understood that TIEMS does not guarantee that an applicant’s certification will be successful. No claim of liability, in any shape of form, can be made by any applicant against TIEMS and/or any of its officers who are part of the TQC process(es).
