TIEMS Research and Technology Development (RTD)
Projects & Member Service
 
TIEMS members constitute a large international multidisciplinary group of experts, with different educational background and various experience in the field of emergency and disaster management. They represent an unique source of expertise and ideas, which is an important asset for research and development activities. TIEMS has therefore established a RTD service for its members:
  1. Based on members ideas, propose  RTD projects which can improve methods, systems, operations and technology in emergency and disaster management
  2. Initiate RTD Consortiums where TIEMS members can participate in RTD proposals  
  3. Inform members of established RTD Consortiums and RTD activity where TIEMS members can participate

It all started with the NARTUS project in 2006, finished in 2009, where TIEMS had the responsability for consensus building and establishing the Public Safety Communication Europe Forum:  http://www.psc-europe.eu/

TIEMS RTD Member Service

TIEMS Secretariat will act as TIEMS RTD Service Coordinator with the following tasks:

  1. Based on TIEMS members needs, develop a RTD plan and be responsible for the execution of the plan
  2. Involve TIEMS members in RTD programs and projects
  3. Develop and maintain a TIEMS RTD cooperation strategy for TIEMS members
  4. Keep a dialogue with TIEMS members and involve them in planned and ongoing RTD programs and activities
  5. Maintain and update the web-site information on RTD opportunities
  6. Stimulate and encourage TIEMS chapters to take RTD initiatives and establish RTD activity in TIEMS chapters

TIEMS Rohrmann Student Scholarship Fund

TIEMS Rohrmann Student Scholarship Fund was initiated by Bernd Rohrmann, who donated the basic funds for TIEMS to be able to support graduate students to participate at TIEMS annual conferences. This Fund will financially support two students each year, and students are encoraged to submit their paper proposals and applications for financial support by filling in the application form according to the Rules and Procedures for the Fund. Students need to fill out the Application Form and send as instructed at the end of the form.

TIEMS Rohrmann Student Scholarship Fund Committee selected two students for financial support for the TIEMS 2011 conference. The winners listed below, received their award from Bernd Rohrmann during the Gala Dinner at TIEMS Annual Conference 2011 in Bucharest:

TIEMS Rohrmann Student Scholarship Fund Committee selected one student for financial support for the TIEMS 2013 conference. The winner listed below, received the award during the Gala Dinner at TIEMS Annual Conference 2013 in Velaux:

TIEMS Rohrmann Student Scholarship Fund Committee selected one student for financial support for the TIEMS 2017 conference. The winner listed below, received the award during the Gala Dinner at TIEMS Annual Conference 2017 in Kiev:

He recived the remaining funds in the TIEMS Rohrmann Student Schiolarship Fund, so until the fund has received new financial means, TIEMS is not able to offer any financial support to students.

                                                            TQCTM & TQACTM CERTIFICATION IS FOR WHOM                                                 
 

TQC is a certification for individual emergency managers with a nationally recognized professional certification or other individuals with documented competence and experience, practical or academic, in international emergency and disaster management

TQAC is a certification for individuals with proper education in emergency management but who are lacking practical experience as required for TQC

 TQC & TQAC only certify knowledge and competences about international standards, requirements, and best practices, necessary to create “an international common understanding” among those working with emergency and disaster management internationally

 
BENEFITS OF TQCTM & TQACTM CERTIFICATION
 
Major natural and man-made disasters often extend beyond the borders of a single country. A country hit by a disaster can launch an appeal to the international community for help when it is unable to properly handle the consequences. TQC & TQAC can act as the facilitator element in the cooperation's efforts between countries and organizations through the use of a common language and a common knowledge and understanding. Cooperation is essential to prevention. The exchange of good practices in prevention and preparedness is the backbone of such cooperation.
 
TQCTM & TQACTM COMPETENCE FOCUS

The scope of International Emergency Management and Disaster Response is as wide as the globe is round. TIEMS encourages TQC & TQAC candidates to gain exposure to the many aspects that comprise the field. For the TQC & TQAC certification process, TIEMS has focused on seven competence areas in international emergency and disaster management as shown in the figure below.

This TQC & TQAC Competence Focus was informed by a TIEMS survey, which asked international emergency management and disaster response community experts to give their opinion on the content and structure of TQC & TQAC Certification. TIEMS ACADEMY AND TQCTM & TQACTM LEARNING MATERIAL
 
TQC & TQAC Applicants may acquire required Competencies anywhere they wish – past coursework or experience, independent study, or they may take on-line or in-person courses. As time goes by, TIEMS Academy will be providing access to an increasing number of courses relevant to TQC & TQAC Competencies. TIEMS Academy will guide the TQC & TQAC Certification Candidates to relevant teaching material for their preparation for the TQC & TQAC Certification. 

TQCTM & TQACTM CANDIDATE CERTIFICATION GUIDE

The TQC & TQAC Candidate Certification Guide, will be available for the TQC & TQAC Candidates, when they are logged into the TQC & TQAC Platform. It provides the requirements and steps the Candidate has to go through on his/her way to TQC & TQAC Certification, and include a wide range of references, together with a list of acronyms, covering many aspects of EMDR. Although the TQC & TQAC exam will not cover all this material, it will help the candidate broaden their knowledge and better understand the exam topics. They also find references to the seven TQC & TQAC Competence Areas, which the TQC & TQAC Candidate needs to demonstrate knowledge in.

After the initiative of TIEMS China Chapter and discussed and agreed during TIEMS annual conference in France in 2013, it was decided to establish TIEMS Task Force groups.
 
Each Task Force Group will comprise qualified TIEMS experts in different fields. These task groups could cooperate with UNOCHA, and/or with local emergency management government agencies and directly join to the operation during the emergency issues occurred or participate in disaster preparedness work.
 
TIEMS China Chapter suggested, based on their experience in China, the following Task Force groups to be established:
 
1. Disaster Integrated Risk Assessment Task Force
2. Disaster Scenario Simulation and Preparedness Task Force
3. Emergency Response and On-site Life Rescue Task Force
4. Early Warning and Decision-making Sub-Task Force
5. On-site Communication, Commanding and Coordination Sub-Task Force
6. Emergency Medical Care and Public Health Task Force
7. Emergency Engineer Rescue and Equipments Task Force
8. Allocation of Homeless People and Disaster Recovery Task Force
9. Emergency management and SAR Theory Task Force
10. High-Technology (Robots) and Applications Task Force
11. Disaster Cases Analysis and Database Construction Task Force
12. Training, Exercise and Certification Task Force
 
This initiative was further discussed during TIEMS China Chapter Symposium on Emergency Medical Care in Guangzhou, China during 15-17, Nov. 2013, and the following two task force groups was establshed during the conference:
  1. TIEMS Emergency Medical Committee (TEMC)
  2. Training, Exercise and Certification Task Force, which now is TIEMS Academy
During TIEMS 2014 Annual Confernce in Niigata, Japan, the initiative to establsh TIEMS Disaster Early Warning Task Force Group was taken.
