This conference will be accompanied by a set of field trips and workshops on the TIEMS TQCTM & TQACTM International Certification and the emergency management/disaster risk management of the Eastern Cape Province in South Africa. The conference will be hosted by the TIEMS South Africa Chapter and Rhodes University and Stenden South Africa in collaboration with the University of Žilina, Slovakia; Institute for Disaster Management of the National University of Public Service, Budapest, Hungary. South African professional organizations will also be supporting the conference, such as the North-West Umbrella Fire Protection Association. Behind this initiative and joining TIEMS in these Webinars are Kyle King from CBI (Capacity Building International), and his brief bio is found below.
Founder and Managing Director of Capacity Building International. Kyle King has spent 28 years in the emergency services and international security field with 8 of those years being with NATO. Certified in the US Department of Defense as a Chief Fire Officer, he helped design and build the first international DoD Fire and Emergency Services Certification Program for international students, and also served as the first Civil Emergency Advisor to support NATO Operations. Among his other accomplishments he worked to contribute to the development of NATO’s Security Force Assistance program and wrote NATO’s capacity building education and training program for Kosovo. Locations where he has worked in missions includes Bosnia, Afghanistan, Kosovo, and Ukraine. Mr. King holds a Masters in Diplomacy and Terrorism Studies as BS/BA in Public Administration as well as numerous certifications from US Department of Defense, NATO, and other institutions. Currently Mr. King is focused on supporting the Institute for Security Governance and international programs as well as being seconded to the Organization for Security Cooperation in Europe (OSCE).

Horizon 2020 Project IMPETUS
Intelligent Management of Processes, Ethics and Technology for Urban Safety
The IMPETUS consortium is proud to announce that, after a highly competitive selection process, we have signed a contract with the European Commission to carry out an innovative project to enhance the resilience of smart cities in the face of security threats in public spaces.
With the Covid-19 pandemic currently filling headlines around the world, it is perhaps easy to forget other threats to our well-being. But they have not gone away. One such is terrorism, which continues to be a major threat to security in EU Member States. We have witnessed horrific attacks across the EU in recent years, and – sadly – have every reason to believe that they may continue.
IMPETUS will provide city authorities with new means to address security issues in public spaces, and so help protect citizens. Using data gathered from multiple sources, it will facilitate detection of threats and help human operators dealing with threats to make better informed decisions. The IMPETUS approach addresses three complementary but overlapping areas:

IMPETUS will detect potential threats by using AI techniques to search social media and the deep/dark web for unusual and suspicious activities, and to analyse available smart city data. Threats will be classified and assessed to determine an appropriate response using a human-in-the-loop approach to combine the strengths of AI and human judgement.
The project will build on tested technologies but enhance and combine them in a coherent and user-centred solution that goes beyond state-of-the-art in key areas such as detection, simulation & analysis and intervention.
The consortium consists of 17 partners from 11 different EU Member States and Associated Countries. It brings together 5 research institutions, 7 specialist industrial and SME companies, 3 NGOs and 2 local government authorities. The consortium will be complemented by COSSEC (Community of Safe and Secure Cities) – a group that the project will establish and foster. COSSEC will be made up of end-users and other stakeholders able to provide feedback on IMPETUS solutions as they are being developed, and to promote the IMPETUS approach more widely.
Major on-street trials will be held in the cities of Oslo, Norway and Padova, Italy.

The project will receive financial support of 8 M€ from the Horizon 2020 programme for research and innovation of the European Commission. The project starts in September 2020 and will last for two years.

The TIEMS 2022 Annual Conference took place October 17th – October 21st, 2022 at Kennesaw State University in the Atlanta, Georgia, USA. With 271 Attendees from 38 Countries in person and online! TIEMS 2022 Annual Conference Hybrid Program Report
The conference took place in a hybrid concept, with both physical and virtual participation, and it was an excellent international event with speakers and participants from more than 30 countries and 90 excellent presentations over the 5 days and two workshops on TIEMS International Certifications - TQC & TQAC
Each evening during the conference in Atlanta there was a social event, allowing time for participants in Atlanta to network and get to know each other better, and to learn more about the local culture and cuisine of Georgia.
TIEMS International Qualification Certifications (TQC & TQAC) Workshops during the Annual Conference
TIEMS International Qualification Certifications (TQC & TQAC) are gaining strong interest worldwide, and candidates from 9 countries, USA, Japan, Australia, India, South Africa, Jordan, Nigeria, China, and Botswana, are already certified or undergoing the certification process. TIEMS therefore arranged TQC & TQAC workshops Monday and Friday during the conference which lead the participants through the application and compliance process, and prepared them for the final examination, which the candidates can take from home after the conference.

The Proceedings will soon be finished and posted here. The organising and scientific/review committees of the conference are in contact with various publishers. The plan is disseminating papers from the 2022 TIEMS Annual conference via peer-reviewed journals. The journals are Indexed in WOS and SCOPUS, or DOAJ databases.
