Report from TEMC 2016 Conference in Changsha
 
 From 15th to 16th October 2016, “the 5th Harvard Medical School BIDMC (Beth Israel Deaconess Medical Center)China Program Forum” was held successfully in Changsha Hunan province of China. This forum was organized by the International Emergency Management Society Emergency Medical Committee(TEMC) and The Harvard Medical School(HMS), supported by The Healthcare Family Planning Committee and The Xiangya Hospital of Central South University, undertaken by The Xiangya Hospital, The second Xiangya Hospital and The third Xiangya Hospital of Central South University. On the forum, the Harvard Medical University, TEMC and the Xiangya Hospital of Central South University signed tripartite cooperation agreements. Domestic and international scholars and experts had an extensive and in-depth discussion on win-win cooperation, classification on diagnosis and treat, medical association and medical collectivization development, etc.

2015 International Symposium on Emergency Medicine in Guangzhou, China

 Supported by The International Emergency Management Society,The United Nations Development Program and the Health and Family Planning Commission of Guangdong Province, the 2015 International Symposium on Emergency Medicine was successfully arranged in Guangzhou, China, from March 27th-29th, 2015. Both of The International Emergency Management Society Emergency Medical Committee and Guangdong Medical Association were the Sponsors of this conference. Emergency (Disaster) Medical Branch of Guangdong Medical Association and Guangdong No.2 Provincial People’s Hospital (Guangdong Provincial Emergency Hospital) were the organizers. Over 200 guests who came from different countries or areas including China, America, England, Germany, Italy, Israel, Taiwan, etc. attended the conference.

TEMS First Conference in Chengdu 17th April 2014

TIEMS Rohrmann Student Scholarship Fund

TIEMS Rohrmann Student Scholarship Fund was initiated by Bernd Rohrmann, who donated the basic funds for TIEMS to be able to support graduate students to participate in TIEMS annual conferences.

This Fund will financially support two students each year, and students are encouraged to submit their paper proposals and applications for financial support by filling in the application form according to the Rules and Procedures for the Fund. Students need to fill out the Application Form and send as instructed at the end of the form.

IEMS 2016 Conference Registration and Payment

Conference registration includes:

  • One-year TIEMS membership (not included in single day passes)

The Viz Center is a physical space but one that largely represents relationships between people and organizations collectively attempting to positively impact the worlds of Humanitarian Assistance Disaster Relief, Community Resilience, Search and Rescue, and aid to operational Emergency Responders and Homeland Security.
The Viz Center specializes in organizing and delivering geospatial data (dots on maps) over small networks (terabytes to the handheld) for emergency response and disasters. By linking emerging technologies, innovative back-end processing, and operational needs especially for disaster, the Viz Center community is attempting to assist our community, region, nation, and world in responding to difficult situations with critical information, knowledge, and decision-support tools.
 
 

 TIEMS 2016 Conference Venue

Join us in America’s Finest City - San Diego, California at the city’s new Central Library @ Joan Λ Irwin Jacobs Common. At nearly 500,000 square feet and standing nine-stories high, the San Diego Central Library boasts the latest technology, an outdoor garden and courtyard café, an art gallery, and views of the San Diego Bay, Petco Park, and the San Ysidro Border Crossing—the busiest land-border crossing in the world.

San Diego is also home to Balboa Park, SeaWorld® San Diego, Legoland® California, historic Old Town San Diego, the Gaslamp District, and beautiful beaches.

Travel Lindbergh Field at the San Diego International Airport (SAN) is 5.3 miles from the conference facility. Transportation from the airport to the conference can be obtained the public transpor- tation, taxi, or Uber.

Non-US persons may need to apply for a visa to attend the conference. If you need a visa, you will need to obtain one from the US Embassy Consular Section in your country. How to obtain a visa is described at Obtaining a Visa.  If you need a visa, we recommend you start the process right away, as it can take several months.

If your country is listed as part of the Visa Waiver Program (VWP), you may not need a visa. (You will, however, require a machine-readable passport.) A list of countries participating in the VWP can be found here: Visa Waiver Program.

TIEMS International Certification - TIEMS QIEDM

TIEMS believes there is a need for an international standard in emergency and disaster managment training and education, and is launching TIEMS – QIEDM - Certification of Qualifications in International Emergency and Disaster Management, as a global concept to establish such a standard.
 
TIEMS invites universities and training institutions and international and national certification authorities worldwide for cooperation in making such a standard.

 TIEMS QIEDM Certification
  1. The course curriculum will be comprised of both theoretical and practical courses and hands on training
  2. Courses will be offered by TIEMS in cooperation with Universities and Training Institutions worldwide
  3. Participants must receive a passing grade on the certification exam
  4. Certification will be given in cooperation with national and international Certification Authorities
  5. TIEMS Chapters will be responsible for adding local/national competences

Once a review is performed of all submitted documentation and a passing grade is achieved on the certification exam, the TIEMS-QIEDM designation will be awarded by TIEMS QIEDM Certification Development Board.

 Recertification is required every three (3) years by successfully completing three QIEDM TIEMS International courses and submitting the appropriate recertification application.


 Applicants Requirements

  1. Document a minimum of 4 years of higher education equivalent to a college baccalaureate degree or higher
  2. Have a practical or theoretical background in Emergency and Disaster Management
  3. Be employed as a first responder or work with an emergency management agency for a minimum of 3 years
  4. Provide a letter of recommendation to TIEMS QIEDM program from their current or former employer

TIEMS QIEDM Certification Training Courses
 Core Courses:
  1. International Overview of Organizations and Activities in Emergency and Disaster Management
  2. Global Concepts in Emergency and Disaster Management - Introduction to global concepts in emergency management and knowledge that are critical in any disaster response and to any nationality

Basic Courses:

  1. Planning - Disasters and Application of Management Skills - Strategic Planning, Risk Analysis, and Leadership
  2. Command & Control - Critical Thinking and Decision-Making - Command and Control, and the Tools of Emergency Management

  4. Exercise Design - Exercise Design, Development, Execution and Evaluation - Learn how to design an exercise, plan the exercise and execute and perform the exercise, including evaluation of performance

TIEMS Young Scientists Network (YSN) was established by the student prize winners at TIEMS Annual Conference 2011 in Bucharest, Romania, forming an iterim Board as follows:

Objective

During the 2012 TIEMS Japan Chapter inauguration and workshop 22 -. 23 May 2012, TIEMS Japan Chapter invited to young Asian researchers to participate in the event, and Estu Mei from Indonesia and Amanda Fang Mann from China was the lucky students. Read their reports below:
Information Sharing Platform
YSN has created an information sharing platform through a web-portal, aiming to support young scientists in developing their careers, and at the same time actively take part in the discussion to improve global emergency and disaster management.
 
YSN aims to enhance the young scientists research by contrasting their ideas to the international level, link them to ongoing/future projects, establish contacts with the global emergency and disaster management community and inform about scholarships/interships and research subjects undertaken in TIEMS professional global network. Participating in YSN could boost the young scientists CV,  be a link to job opportunities and raise the chances of employment.
 
YSN web portal contains forums with the challenges young scientists faces both on a short and long term. YSN provides an opportunity to network with other young scientists as well as with experienced emergency and disaster management professionals.
 
Application
Applicants have to be at least a Master Degree student or up to two years from finishing a Master or three years from finishing a PhD Degree. He/she must be maximum 33 years old.

TQC is a certification for individual emergency managers with a nationally recognized professional certification or other individuals with documented competence and experience, practical or academic, in international emergency and disaster management

TQAC is a certification for individuals with proper education in emergency management but who are lacking practical experience as required for TQC

 TQC & TQAC only certify knowledge and competences about international standards, requirements, and best practices, necessary to create “an international common understanding” among those working with emergency and disaster management internationally

 
BENEFITS OF TQCTM & TQACTM CERTIFICATION
 
Major natural and man-made disasters often extend beyond the borders of a single country. A country hit by a disaster can launch an appeal to the international community for help when it is unable to properly handle the consequences. TQC & TQAC can act as the facilitator element in the cooperation's efforts between countries and organizations through the use of a common language and a common knowledge and understanding. Cooperation is essential to prevention. The exchange of good practices in prevention and preparedness is the backbone of such cooperation.
 
TQCTM & TQACTM COMPETENCE FOCUS

The scope of International Emergency Management and Disaster Response is as wide as the globe is round. TIEMS encourages TQC & TQAC candidates to gain exposure to the many aspects that comprise the field. For the TQC & TQAC certification process, TIEMS has focused on seven competence areas in international emergency and disaster management as shown in the figure below.

This TQC & TQAC Competence Focus was informed by a TIEMS survey, which asked international emergency management and disaster response community experts to give their opinion on the content and structure of TQC & TQAC Certification. TIEMS ACADEMY AND TQCTM & TQACTM LEARNING MATERIAL
 
TQC & TQAC Applicants may acquire required Competencies anywhere they wish – past coursework or experience, independent study, or they may take on-line or in-person courses. As time goes by, TIEMS Academy will be providing access to an increasing number of courses relevant to TQC & TQAC Competencies. TIEMS Academy will guide the TQC & TQAC Certification Candidates to relevant teaching material for their preparation for the TQC & TQAC Certification. 

TQCTM & TQACTM CANDIDATE CERTIFICATION GUIDE

The TQC & TQAC Candidate Certification Guide, will be available for the TQC & TQAC Candidates, when they are logged into the TQC & TQAC Platform. It provides the requirements and steps the Candidate has to go through on his/her way to TQC & TQAC Certification, and include a wide range of references, together with a list of acronyms, covering many aspects of EMDR. Although the TQC & TQAC exam will not cover all this material, it will help the candidate broaden their knowledge and better understand the exam topics. They also find references to the seven TQC & TQAC Competence Areas, which the TQC & TQAC Candidate needs to demonstrate knowledge in.

TIEMS Research and Technology Development (RTD)
Projects & Member Service
TIEMS members constitute a large international multidisciplinary group of experts, with different educational background and various experience in the field of emergency and disaster management. They represent an unique source of expertise and ideas, which is an important asset for research and development activities. TIEMS has therefore established a RTD service for its members:
  1. Based on members ideas, propose  RTD projects which can improve methods, systems, operations and technology in emergency and disaster management
  2. Initiate RTD Consortiums where TIEMS members can participate in RTD proposals  
  3. Inform members of established RTD Consortiums and RTD activity where TIEMS members can participate

It all started with the NARTUS project in 2006, finished in 2009, where TIEMS had the responsability for consensus building and establishing the Public Safety Communication Europe Forum:  http://www.psc-europe.eu/

TIEMS was/is a member of the User or Advisory Board of the following EU projects:

After the initiative of TIEMS China Chapter and discussed and agreed during TIEMS annual conference in France in 2013, it was decided to establish TIEMS Task Force groups.
 
Each Task Force Group will comprise qualified TIEMS experts in different fields. These task groups could cooperate with UNOCHA, and/or with local emergency management government agencies and directly join to the operation during the emergency issues occurred or participate in disaster preparedness work.
 
TIEMS China Chapter suggested, based on their experience in China, the following Task Force groups to be established:
 
1. Disaster Integrated Risk Assessment Task Force
2. Disaster Scenario Simulation and Preparedness Task Force
3. Emergency Response and On-site Life Rescue Task Force
4. Early Warning and Decision-making Sub-Task Force
5. On-site Communication, Commanding and Coordination Sub-Task Force
6. Emergency Medical Care and Public Health Task Force
7. Emergency Engineer Rescue and Equipments Task Force
8. Allocation of Homeless People and Disaster Recovery Task Force
9. Emergency management and SAR Theory Task Force
10. High-Technology (Robots) and Applications Task Force
11. Disaster Cases Analysis and Database Construction Task Force
12. Training, Exercise and Certification Task Force
 
This initiative was further discussed during TIEMS China Chapter Symposium on Emergency Medical Care in Guangzhou, China during 15-17, Nov. 2013, and the following two task force groups was establshed during the conference:
  1. TIEMS Emergency Medical Committee (TEMC)
  2. Training, Exercise and Certification Task Force, which now is TIEMS Academy
During TIEMS 2014 Annual Confernce in Niigata, Japan, the initiative to establsh TIEMS Disaster Early Warning Task Force Group was taken.
