BENEFITS OF TQCTM CERTIFICATION
The scope of International Emergency and Disaster Management (IEDM) is as wide as the globe is round. TIEMS encourages TQC candidates to gain exposure to the many aspects that comprise the field. For the TQC certification process, TIEMS has focused on seven competence areas in international emergency and disaster management as shown in the figure below.
This TQC Competence Focus was informed by a TIEMS survey, which asked international emergency management and disaster response community experts to give their opinion on the content and structure of TQC Certification. TQC CANDIDATE CERTIFICATION GUIDE
The TQC Candidate Certification Guide, will be available for the TQC Candidates, when they are logged into the TQC Web Platform. It provides the requirements and steps the Candidate has to go through on his/her way to TQC Certification, and include a wide range of references, together with a list of acronyms, covering many aspects of IEDM. Although the TQC exam will not cover all this material, it will help the candidate broaden their knowledge and better understand the exam topics. They also find references to the seven TQC Competence Areas, which the TQC Candidate needs to demonstrate knowledge in.
TQC ORGANIZATION STRUCTUREIn order for the TQC candidates to take the TQC exam wherever they are worldwide, TIEMS has implemented on-line proctoring of the TQC candidates during their examination by using the ProctorFree solution. Concerning the online proctoring during TQC examination, TIEMS cooperate with the company ProctorFree. TQC Applicants may acquire required Competencies anywhere they wish – past coursework or experience, independent study, or they may take on-line or in-person courses. TIEMS Academy will be available to the Candidate, when logged into the TQC Web Platform, and here the Candidate will find some relevant courses for his/her preparation for the TQC Exam. As time goes by, TIEMS Academy will be filled up with more and more relevant courses.

The exam questions will focus on emergency management principles and practices reflected in the TQC Examination Competence Framework and background knowledge reflected in the TQC Candidate Certification Guide, which the Candidate get access to when logged into the TQC Platform. The TQC exam consists of 50 multiple-choice questions and 10 essay questions. TIEMS International Certification - TQC is valid for three (3) years. |
TQC Certification is awarded for a three-year period, with re-certification efforts required prior to the end of the third year. The TQC Certification Board will notify the TQC-certified person at the beginning of their third year, asking them to submit the Re-Certification Form if s/he intends to maintain his/her certification. The TQC Certification Board will then evaluate the TQC-certified person’s experience, activity, and education/training during the 3 years TQC certification period, and, if they continue to be qualified, issues a Re-Certification Certificate, or asks the candidate to take the Re-Certification Exam. In the latter case, the evaluation will follow the same procedure, but simpler, as with a new TQC certification. |
TQCTM COST POLICY |
TIEMS general policy is that education and certification in emergency and disaster management should be affordable by most, and therefore the cost of being TQC certified will be kept at a minimum, covering only the cost to TIEMS for offering and maintaining the TQC service. It is required that before the TQC Certification Board will initiate the TQC certification process for the Applicant, the Applicant must become a TIEMS Member, and the Applicant need to pay the TQC Certification Fee before starting uploading documents to the TQC Platform, and then pay the TQC Examination Fee, before getting access to TQC Examination. After the Applicant has passed the TQC Exam, his/her TIEMS membership will be upgraded to TIEMS Professional Certified Member. It is also to be understood that TIEMS does not guarantee that an applicant’s certification will be successful. No claim of liability, in any shape of form, can be made by any applicant against TIEMS and/or any of its officers who are part of the TQC process(es). |

ACKNOWLEDGEMENT
TIEMS is a voluntary organization, and all its directors, officers and members work for free with developing the organization and its activities. The idea and initiative to develop TIEMS International Certification - TQC, was initated in 2006, and in the time from then to present, many TIEMS volunteers have been involved in this development, and I like to thank them all.

As time goes on, TIEMS Academy will be providing access to an increasing number of courses relevant to TQC Certification. STRUCTURE AND FUTURE PLANS FOR TIEMS ACADEMY
Concerning TIEMS International Certification - TQC, the TQC Applicants may acquire required competencies anywhere they wish – past coursework or experience, independent study, or they may take on-line or in-person courses. As time goes by, TIEMS Academy will be providing access to an increasing number of courses relevant to TQC Competencies and references to places where the candidates can find relevant courses/studies for their preparation for TQC certification. TIEMS aims to make TQC an international effort and cooperation project, and TIEMS has therefore reached out worldwide in order to find International Education Partners, among universities and training institutions and other institutions and companies, which provide teaching/courses in emergency management and disaster response and can add value to TQC teaching courses/material. A Memorandum of Understanding (MOU) is guiding the cooperation between TIEMS and these International Education Partners, and below is a presentation of those institutions TIEMS has an agreement with at present. Other teaching institutions with interest in TIEMS International Certification - TQC, and which provide teaching/courses in this field, are welcome to join us in the TQC development and spread out internationally. The courses provided by the TIEMS Education Partners are in addition to the courses provided in-house TIEMS and uploaded to TIEMS Academy.

Health Physics at Illinois Tech
Illinois Institute of Technology, one of North America’s leaders in online radiation safety and protection educational programs, now offers a Master of Health Physics degree with Specialization in Radiological Security, Emergency Preparedness and Response (RSEPR). This new track expands Illinois Tech’s well-established Master of Health Physics program (1997) to address radiological security and emergency areas. The specialization is based on Illinois Tech’s core health physics curriculum which includes applying radiation protection principles, implementing radiation protection programs, and assessing radiation exposure and human health risks. Students learn to monitor radiological release and environmental radiation, design radiation controls and measurement devices, and develop radiation protection measures for regulatory compliance.
The current curriculum of the Radiological Security, Emergency Preparedness and Response track emphasizes the expertise of the instructors and the accrued knowledge of the profession, including courses in radiological source security and management, and nuclear emergency preparedness and response. The program offers seminars by experts on field management of radiological emergencies. In addition, the curriculum addresses the qualification requirements for the United States Department of Homeland Security’s Radiological Operations Support Specialist (ROSS) Program. Graduates of the program will be ready to support ROSS qualifications necessary to: exhibit technical leadership in homeland protection, be rapidly deployed in emergencies, communicate recommendations to all concerned municipal entities, be familiar with state and federal agency protocol, and be integrated into incident command.
